這就是拼湊！規模和混亂的監管結構之間沒有關系。

這是替換！正確！第二句的success 為我們提供了替換的基礎！平時我們不能說規模大=成功，但是在這個語境下我們可以這樣說。同時符合西方的商業邏輯，誰的規模大就也可能是壟斷，就會受到監管。
